Since February 2024, Vicky Saporta is Executive Director of the Markets Directorate at the Bank of England that is responsible for using the balance sheet of the Bank of England to implement monetary policy and maintain financial stability. Vicky’s area is also responsible for facing market participants across all asset classes and for gathering and analysing information on market functioning relevant to monetary policy and financial stability.
Vicky has held a number of positions in financial regulation, financial stability and monetary policy in a career spanning 28 years at the Bank of England. Vicky was at the heart of the regulatory reforms undertaken by the Bank after the global financial crisis including leading the work on the Bank of England’s macroprudential framework. From 2016 to 2024, Vicky was Executive Director of the Prudential Policy Directorate, responsible for the Bank’s work on developing the future regulatory framework after the UK’s exit from the European Union as well as the delivery of substantial regulatory policy packages, including the UK’s implementation of Basel 3.
Vicky was Chair of the Executive Committee of the International Association of Insurance Supervisors from 2015 to 2023 and a member of the Basel Committee from 2016 to 2024. She currently chairs the London Foreign Exchange Joint Standing Committee and represents the Bank of England on the Markets Committee of the Bank of International Settlement. She is a member of the Management Board of the Cambridge Endowment for Research in Finance, Professor in Practice of the Durham University Business School and a member of the Advisory Committee of the Financial Markets Group of the London School of Economics.
Vicky holds a PhD in Economics, M.Phil in Finance from the University of Cambridge and a B.Sc in Mathematical Economics and Econometrics from the London School of Economics. She has published a number of articles in books, professional journals and Bank of England publications.
