Konstantinos Gloumis-Atsalakis was born in Athens and is a lawyer specializing in public and EU law. He studied at the Athens Law School and holds postgraduate degrees in European Law from the College of Europe (Belgium), and in "Law and Economics" from the University of Piraeus. Since 1 August 2024, he has served as Secretary General for Demographic and Housing Policy at the Ministry of Social Cohesion and Family, with responsibility for child protection, family policy, demographics, youth and housing policies. Previously, from 1 March 2023, he served as Governor and Chairman of the Board of Directors of the Welfare Benefits and Social Solidarity Organization (OPEKA). From 2019 to February 2023, he served as Director of the private office of the Deputy Minister of Labor and Social Affairs, Domna Michaelidou, gaining extensive experience in public administration, welfare, benefits and social services. Prior to assuming this position, he worked as a lawyer in distinguished law firms, undertaking major cases in competition law, public procurement and energy. He has also worked as a national expert at the Organization for Economic Cooperation and Development (OECD), within the framework of the Competition Toolbox, formulating legislative interventions for the removal of regulatory obstacles to competition. He finally began his professional career at the Directorate for Legislative Acts of the European Parliament. He has published articles on European and international law in international and Greek scientific journals and has participated in scientific conferences in Greece and abroad. He speaks English, French and German.
