Dr. Maria Karamanof
Emeritus Vice President, Council of State, Greece
Maria Karamanof is Emeritus Vice President of the Council of State, Greece’s Supreme Administrative and Constitutional Court. Throughout her career, she has played a pivotal role in shaping legal precedents on environmental protection, sustainable development, social security, welfare, public works, and local governance.
She is a founding member and the current President of the Chamber for Environment and Sustainability, a non-profit organization dedicated to the study and promotion of sustainable development. She has been actively advancing policies on cultural heritage protection, sustainable spatial planning, forest and wildlife conservation, renewable energy, and climate change mitigation.
During her tenure as President of the 1st, 6th, and 4th Chambers of the Council of State, she presided over landmark cases influencing environmental and public policy in Greece.
She has also contributed to international legal discourse, participating in key global conferences, including the 6th International Conference on Environmental Compliance and Enforcement (UNEP, Costa Rica, 2002) and the United Nations Global Judges Symposium on Sustainable Development and the Role of Law (Johannesburg, 2002).
In collaboration with UNEP, she led a series of seminars (2003–2011) on decision-making theory, systemic analysis of public policy, and the principles of sustainable development. Additionally, she has taught Law and Public Policy Analysis at the Hellenic National Center of Public Administration.
Maria Karamanof has published numerous studies and articles, as well as the books Failures in Implementation and Sustainable State and Public Domain: The Limits of Privatization.
She holds a PhD from University College London (UCL) and a Law degree from the University of Athens.
