Ioannis D. Bougas, Deputy Minister of Justice, was born in Amfissa in October 21, 1964. He studied Law at the University of Athens and graduated in 1987 with a scholarship from the State Scholarships Foundation. Later, he obtained a Master’s degree in Civil Procedural Law from the University of Athens and earned a Doctoral Degree (PhD) from the same university. His political career began in 2004 when he was elected as a Member of Parliament for Fokida, with the “New Democracy” Party. In 2005, he was elected Deputy Head of the “New Democracy” Employment and Social Protection Sector and in 2008, he was appointed Deputy Parliamentary Representative of “New Democracy”. In 2011, he was appointed Deputy Head of the Consumer Affairs Secretariat. In 2009, he held the role of Deputy Minister of Development and in 2011 the role of Deputy Head of the Consumer Affairs Secretariat. From 2019 to 2021 he served as the Parliamentary Representative of “New Democracy” and from 2021 to 2023, as Secretary General of the “New Democracy” Party. Since 2023, he serves as the Deputy Minister of Justice. Throughout his parliamentary career, he has held significant leadership roles, including Chairman of the Special Parliamentary Committee for the investigation of potential crimes. He has been a member of the Political Committee of “New Democracy” and of the Organizing Committee of the 14th Congress of “New Democracy”. Additionally, he represented the Hellenic Parliament in the European Parliament’s Legal Affairs Committee and the Inter-Parliamentary Union and was a member of the Parliamentary Assemblies of the Council of Europe, the Western European Union and NATO. During his parliamentary terms (2004-2009), he was a member of key committees, including the Standing Committee on Public Administration, Public Order & Justice, the Standing Committee on Social Affairs, the Special Standing Committee on Research & Technology, and the Special Committees on the Review of the Penal System, the Revision of the Constitution, and the Ratification of the Lisbon Treaty, for which he was the majority's General Rapporteur. In his later parliamentary term (2019-2023), he was a member of the Constitutional Revision Committee and served as the Special Rapporteur on the provisions for the election of the President of the Republic. He also participated in parliamentary committees on Public Administration, Public Order & Justice, Finance, Ethics, Accountability, and Public Utilities. As Deputy Minister of Development, he played a vital role in implementing key programs to support youth and women’s entrepreneurship, market stimulation initiatives, such as the appliance replacement program and the so-called «Exoikonomo kat’ Oikon» home energy-saving program, and business support programs through the Greek Development Bank. He completed the legal framework for Renewable Energy Sources (RES), developed the legal framework for Geothermal Energy, and issued ministerial decisions for the certification and classification of seven geothermal fields in Greece. He also negotiated and signed the IRENA agreement on renewable energy and finalized legislation for Industrial Areas and Business Parks, which was submitted to Parliament. During his tenure at the Ministry of Justice, significant work has been done to modernize and accelerate the administration of Justice at institutional level, as the country has recently acquired a judicial map and important legislation has been revised not only in terms of building and digital infrastructure, but also in human resources of the judiciary.
