Michalis Angelopoulos was born in Athens, with family roots in Samos and Arcadia. He studied Law at the University of Athens, graduating with distinction. He obtained a postgraduate degree in European Community Law from the University of Brussels and a diploma in International Relations from «Centre d' Etudes Diplomatiques et Stratégiques – CEDS», in Paris.
He is a practicing lawyer specializing in Community/European Law. He served as Legal Advisor to the Representation of the European Commission in Greece for ten years (1995-2004) and as a Scientific Advisor-Collaborator at the European Parliament—Committee on Legal Affairs & Citizens' Rights, the Committee on External Economic Relations, and the Budgetary Control Committee (1986-1989).
He served as Regional Governor of Eastern Macedonia and Thrace (2004-2007).
He was appointed Secretary of Administrative Reform at the Ministry of the Interior of Greece (2008-2009).
He was the Legal Advisor to the Hellenic Electricity Distribution Network Operator S.A. (2013-2023) and has been a Special Advisor to the company since April 2023.
He was Mayor of Samos, a member of the Board of Directors and the Executive Committee of the Central Union of Municipalities of Greece (KEDE), and Chairman of its Committee on Island Policy (2014-2019).
He led the Greek Delegation to the Congress of Local and Regional Authorities of the Council of Europe (2014-2019), which consists of 648 elected representatives from 200,000 local and regional authorities across 47 member states.
He was the first Greek elected Vice-President of the Congress and also served as Vice-President of the European People's Party (EPP/PPE) Group within the Congress (2016-2020).
He is President of the Greek section of the European Movement International, a founding member and Honorary President of the Association of European Studies and the Young European Federalists. He is an active Board Member of AEDE (European Association of Teachers) in Greece and co-founder and co-director of the Center for Strategic Diplomatic Studies in Greece (CEDS, a French postgraduate and research institute) (1995-present).
Since February 2020, he has been President of the Scientific Council of the Institute of Local Government (ITA) of the Central Union of Municipalities of Greece (KEDE), and since 2022, he has been the representative of KEDE on International and European Affairs.
He has participated in numerous Greek and international conferences and has an extensive body of published work on the ''Architecture'' of Europe and European law. His most recent book is ''Is There a Horizon for Europe?'' (Eurasia/Plethora Editions, Athens, 2019).
