Stavros N. Papastavrou
Stavros N. Papastavrou is the Minister of Environment and Energy.
He served as a Minister of State from June 2023 to March 2024.
He is an attorney-at-law, with postgraduate studies at Harvard Law School, Harvard University.
He has worked for more than three decades as a legal advisor in the private sector, specialized in corporate law and capital markets, both in Washington D.C. and Athens.
He was appointed as Head of the Prime Minister's Office of European Affairs and International Relations and served as chief negotiator of the Greek state with the European partners and the International Monetary Fund, in 2012-2015.
He served as Secretary of International Relations and the European Union of New Democracy Party (2004-2012). He was elected Chairman of the Student Organization of the European People's Party (EDS), Chairman of DEMYC (Democrat Youth Community of Europe, 1997-2001), he was a founding member of the Youth of the European People's Party (YEPP) and a member of the Political Council of the European People's Party.
He was born on 23 July 1967, to Nikos and Fani Papastavrou. He is married to Mari Agaliotou and has two children, Nikolas and Fenia.
Studies
Stavros N. Papastavrou, attorney-at-law, graduated from Athens College with the top performance in his class. He is a graduate of the University of Athens Law School with the highest marks of his year (1990, Valedictorian), and with postgraduate studies in International, European and International Economic Law at Harvard Law School, Harvard University (LLM 1992, SJD candidate 1994-1996), from which he graduated with honors degree, as a scholarship recipient of the State Scholarship Foundation.
Professional activity
In 1996 he joined the law firm of Steptoe & Johnson LLP in Washington, D.C., where he specialized in international finance and commercial law. In 1997, he returned to Greece and joined the law firm Zepos & Giannopoulos, initially as an associate, later

becoming a partner, serving as the head of the Capital Markets, Banking, and Finance Group. He led a large number of privatizations, mergers, and acquisitions involving both listed and non-listed Greek companies, as well as other international business transactions and investments, such as the acquisition of a minority stake in Emporiki Bank by Credit Agricole and the listing of Cosmote on the Athens Stock Exchange.
From 2008 to 2012, he was a partner at the law firm Seisoglou, Papastavrou, Papadaki. He has served as legal advisor to several multinational companies, and in recent years he has been practicing law as the Managing Partner of the law firm Stavros N. Papastavrou & Co, where he has currently suspended his legal status.
Political activity
Minister of State from June 2023 to March 2024, with primary responsibilities including supporting the Prime Minister’s initiatives aimed at ensuring government unity and coherence of governmental work, shaping the government’s strategic planning, promoting good legislation, attracting flagship investments, overseeing long-term planning, and coordinating the Mechanism for the Rights of Persons with Disabilities.
He led the negotiations with the Greek State's European partners and the International Monetary Fund (2012-2015), as Head of the Office for European Affairs and International Relations of the Prime Minister's General Secretariat. He also served as coordinator of the Greek-German Partnership.
He was Secretary of International Relations and European Union of the New Democracy Party (2004-2012), Member of the Political Council of the European People's Party (EPP) and was selected as a candidate Member of the European Parliament in the European elections in 1999 and 2009 by the President of the New Democracy Party.
In the 1990s, he served as Secretary of International Relations and European Union of ONNED, of DAP-NDFK, as well as an elected member of the Central Committee of ONNED. In the same decade he also served as elected Chairman of DEMYC (Democrat Youth Community of Europe, 1997-2001), Chairman of EDS (European Democrat Students, 1989-1991), founding member of the Youth of the European People's Party (YEPP), and Deputy Chairman of IYDU (International Young Democrat Union, 1997- 2000).
